NHAI Initiates Installation of Surveillance Cameras for Traffic Management at Toll Plazas

The National Highways Authority of India (NHAI) has initiated the installation of advanced surveillance systems at major toll plazas in the country as part of its ongoing Advanced Traffic Management System (ATMS) project or Traffic Incident Emergency Management System (TIMS). By the end of 2018, the new surveillance mechanism will be operational at ten major toll complexes.It will later extend to 200 plazas.The objective of the new projectis, according to the NHAI, to subsume existing security and traffic management infrastructureat all toll complexes and gantries in the near future.
Equipped with the latest imaging technology, the Internet Protocol (IP) cameras will gather real-time data on the flow of traffic at toll plazas and relay it to a Command & Control station at the Region Office (RO) through secure Internet connections. The authorities will then use this data to deploy the necessary measures in case of an incident such as traffic congestion or grid lock. The facility will function round the clock. To facilitatethis initiative, the National Highways Authority of India has already enabled all the concerned ROs with high-speed Internet.
According to officials, the low-latency IP cameras will relay pulsed data such as time-stamped photographs both to the NHAI command centre and the RO command centres once every 30 minutes. When the Toll lane begins congesting and the flux of traffic elongates beyond a mandated limit, the camera will switch to video mode and start live-streaming the data insmaller intervals and send it to the centres and alert them. If the lane doesn?t decongest within thirty minutes, the system will send distress calls to the RO, and later to the NHAI command centre, which will in turn dispatch the relevant action/personnel/vehicle for mitigating the incident.
Preview of the Initiative
The ATMS or TIMS ? a component of which is the new subproject? was proposed by the Ministry of Road Transport& Highways (MoRTH), Government of India. The MoRTH handed over it to the NHAI?s highway operations Chief General Manager (CGM), Akhilesh Srivastava, for completion.
The general functions of the ATMS include real-time traffic monitoring, dynamic message sign (DMS) monitoring and control, traffic camera monitoring and control, traffic signal monitoring and control, active traffic management, road weather information system, and many others.The TIMS integrates equipment such as cameras and speed sensors, installed at various points along the road, with databases primarily to improve, ease, and organise the flux of road traffic. The system gathers real-time data from thatequipment, and transmits it to a command centre for integration and processing. The processed data helps in deploying digital or physical services.
The highways agency is currently focusing on installing Incident Management System (IMS), which will be a core function of the upcoming surveillance system. The IMS processes data on incidents such as traffic congestion and accidents, and requests the command centre to deploy the suited facilities, which may include ambulance, tow-away cranes, GPS-monitored patrol vehicles, and more. The system also will help Indian highway authorities to deploy help within 15 minutes of the reporting of the incident, in cases of emergencies.
