The National Highways Authority of India (NHAI) announced the installation of a new surveillance system for the Indian National Highways network as part of the Incident Management System (IMS) project. The new project?s objective is to enable the IMS in monitoring the flow of traffic at Toll plazas. The NHAI will begin the task by equipping 10 national highways Toll gates with the system and later extending it to 200. It aims to eventually stock all Toll complexes with the new system. The initial stage of the project is scheduled for completion in 6 months from the time of initiation.
Equipped with low-latency Internet Protocol (IP) cameras and special imaging technology, the new surveillance system will gather data on the traffic at Toll gantries and relay it to a command and control centre in the Regional Office (RO) through a secure local Internet connection. The data will then be used for deploying the necessary action in case of an incident, such as traffic congestion.
Once operational, the high-resolution IP cameras will transmit time-stamped photographs to the National Highways Authority of India command centre and the RO command centre once every half an hour. When the Toll lane begins cramming with traffic beyond the mandated limit, the camera will automatically switch from photo mode to video mode and start live-streaming the data and alerting the centres. If the traffic doesn?t decongest within half an hour of the alert, the system will send distress signals to the RO ? and later to the NHAI command centre ? for dispatching the relevant unit for mitigation.
The new camera system, once deployed, will give command centres maximum control over the highway, 24/7 access to live feeds of the highway, and with the integration of technologies such as industrial drones in the future, live data on the entire stretch of the highway. According to officials, the NHAI already installed high-speed Internet connectivity (more than 100 mbps per RO) at all the concerned ROs to ease the transition from the existing infrastructure.

The NHAI, under the Ministry of Road Transport & Highways (MoRTH), had initiated the Traffic Incident Management System (TIMS) to modernise India?s highways sector. The new mechanism integrates equipment such as high-resolution cameras and sensors with databases to improve, ease, and organise the flux of traffic at Toll Plazas.
The TIMS includes real-time traffic monitoring, traffic camera monitoring and control, traffic signal monitoring and control, active traffic management, arterial management, road weather information system, and many others. The system gathers real-time information on highways from the equipment and software, uses that info to simulate 3D maps, and relay it to a command centre for integration and processing.
An important function of the TIMS is the IMS. It gathers data on incidents, such as grid locks and accidents, from software and sensors and notifies the command station to launch relevant facilities such as ambulances, cranes, tow-away vehicles, and others. The new surveillance camera system will enable the IMS and improve road safety.
According to official reports, the NHAI is in talks with a company to further avail unique technology for the IMS or Advanced Traffic Management System. The technology enables the deployed personnel to view over 70 separate images of the entire highway network on the screen. It also allows authorities to track a vehicle anywhere on the highway simply by entering its registration number.
