Earlier this year, the Illinois State Senate passed Senate Bill 1564, an amendment to Illinois' controversial Illinois Health Care Right of Conscience Act. Once the amendment passes the House, doctors will be required to share all health care options with patients, even if the option conflicts with a doctor's personal religious beliefs.

John Power, birth injury attorney in Chicago, supports the amendment. "Patients deserve to have all the information they need to make a good decision," he exclaimed. "There's nothing saying that a doctor has to perform a procedure they disagree with. But they should give patients enough information to make a choice."

Under current law, doctors and other health care providers are allowed to withhold information if they believe that information could lead to a medical procedure with which they disagree.
Many doctors in the state say that the current law violates the very basics of medical ethics. One doctor recounted an incident in which a patient wanted her fallopian tubes tied. The doctor wondered why they weren't tied during the patient's earlier Cesarean section. The patient explained that she didn't know she had that option because the hospital never informed her. The tying of fallopian tubes went against the hospital's belief system.

"That should never happen," Mr. Powers explained. "I think everyone has a reasonable belief when they enter a hospital that they will be made aware of every option. We're placing a lot of trust in doctors. Personal beliefs shouldn't be a part of the information process."

Mr. Powers, a Chicago birth injury lawyer, expressed hope that the House would pass the bill. "I certainly hope it goes through," he expressed. "Illinois residents deserve bias-free health care."
